A transformer is
passive.
It doesn't generate energy on its own; instead, it transfers electrical energy from one circuit to another through electromagnetic induction. In other words, it takes the input electrical power (from the primary side) and converts it to a different voltage (on the secondary side) without adding energy or actively controlling the flow.
So, it only "shifts" or "steps up/steps down" the voltage and current, but it doesn't create energy, which is what makes it passive.
